SCRTAC’s Stop-the-Bleed Initiative: Training our citizens to be first care providers!
The #1 most preventable cause of death from trauma is massive external bleeding. Massive external bleeding can occur anywhere, at home, at work and at play. From the isolated incidents to the large-scale active shooter events, victims can quickly die from uncontrolled bleeding — in as little as 5 minutes. Any delay in bleeding control can result in death.
Similar to how the general public learns and performs CPR, the public must learn proper bleeding control techniques, including how to use their hands, dressings, and tourniquets.
Any bystander at the scene can act as immediate responder and save lives if they know what to do.
The SCRTAC’s Stop-the-Bleed Initiative, in support of www.BleedingControl.org, follows President Barack Obama’s policy directive for national preparedness (Presidential Policy Directive 8), which targets preparedness as a shared responsibility of the government, the private and nonprofit sectors, and individual citizens.

Already an instructor and ready to teach a class?
To deliver the course, you will need training equipment. Don’t worry – you should not have to purchase any costly equipment!
The SCRTAC and UW Health have secured funding to provide this equipment to you for use in your training sessions. Through funding from the South Central Healthcare Preparedness Coalition (SCHCC) and the SCRTAC, an ample supply of training supplies had been purchased and is being made ready to deploy.
The SCRTAC purchased supplies will be distributed regionally for use by instructors teaching courses outside of Dane County. The equipment will be available to you from the following agencies:
Baraboo EMS
Watertown FD
Southwest Health Center (Platteville) EMS
(We thank these agencies for volunteering to be our regional ‘champion agencies’ that house and manage the training equipment.)
The SCRTAC equipment housed at each regional ‘champion agency’ should be adequate for a class of 25-30 people.
Each equipment ‘package’ of training material will include the following:
• (1) Simulaids Hemorrhage control training kit with bio-feedback
• (3) Z-Medica Hemorrhage control training kits
o Each kit contains the following:
One stump with three different wounds
Quick Clot wound-packing gauze trainers
• (2) Royal Blue Stop-the-Bleed equipment bags
o Each bag contains the following:
6 SOF-T-Wide tourniquets
6 trauma shears
6 OLAES pressure dressings
6 Krinkle-Gauze for wound packing
• (2) Large diameter swim noodle sections (For tourniquet application, if desired).
The ‘Champion’ agencies will re-stock the equipment with any dressings that have been torn, damaged, etc. We do plan to re-use dressings for as long as possible, so please roll/fold them up and put them back into their packaging when you are done with the class. Please let the ‘champion’ agency know if any equipment needs attention/replacement.
The UW Health purchased equipment will be housed centrally in the region and will be available for courses held in Dane County and beyond. The UW has secured a large volume of equipment, so instructors hosting large volume classes may need to utilize UW Health resources.
